🎲dICE token - fuel for delegation

dICE ia "delegated form" of ICE. When a user delegatess ICE to another user the ICE is locked and dICE is minted accordingly.

Facts about dICE:

• It is used for voting as a delegate on behalf of the delegator

• It is minted on delegation and is burnt on undelegation, when the ICE is unlocked and sent back to the owner

• It is non-transferable
